What decided it
The failure to secure affordable housing through a valid and complete Section 106 obligation, combined with inadequate waste collection arrangements that would not provide acceptable living conditions for future occupiers, meant the adverse impacts significantly and demonstrably outweighed the benefits of housing delivery under paragraph 11d of the Framework.
The benefits of six new dwellings meeting local need for smaller single-storey dwellings and providing social and economic benefits, attracting moderate and meaningful weight given the housing land supply shortfall, were significantly and demonstrably outweighed by the failure to provide affordable housing (which infringes sustainable development principles) and inadequate waste collection arrangements (conflicting with Chapter 12 of the Framework).
