What decided it
The less than substantial but significant harm to the settings of designated heritage assets and visual amenity, accorded great weight under paragraph 215 of the Framework and section 66(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990, outweighed the moderate public benefits of the proposed developments.
