What decided it

The appeal site fails the sequential test for flood risk and is in an unsustainable location remote from services, and these harms are not outweighed by the housing benefits, particularly given the fallback scheme would deliver the same number of dwellings.

The adverse impacts of the proposal (unsustainable location and flood risk) significantly and demonstrably outweigh the benefits (three new dwellings contributing to housing supply), with the presumption in favour of sustainable development displaced by flood risk policies in footnote 7 of the Framework.
