What decided it

The adverse impacts of the proposal (unsustainable location and flood risk) significantly and demonstrably outweigh the benefits (three new dwellings contributing to housing supply), with the presumption in favour of sustainable development displaced by flood risk policies in footnote 7 of the Framework.
