What decided it
The less than substantial but considerable harm to the setting of the listed building and conservation area, arising from the loss of the annexe's ancillary relationship and the introduction of conspicuous timber fencing, could not be outweighed by the housing benefit of a single dwelling in circumstances where the Council's housing shortfall, whilst acute, does not trigger the tilted balance under the Framework.
The housing benefit of providing an additional dwelling, weighed against the less than substantial but considerable harm to the setting of the listed building and conservation area, with the latter outweighing the former.
