What decided it

The proposed roof extension would cause less than substantial but significant harm to the character and appearance of the Beck Road Conservation Area by disrupting the unbroken butterfly roof line and introducing an incongruous design feature, and the limited public benefits do not outweigh this harm as required by paragraph 208 of the Framework.
