- The effect that the proposed development would have on the living conditions of the occupiers of the first, second and third floor flats on its north east side, regarding outlook, and on the living conditions of the occupiers of the back garden of the dwelling at 2A Turners Mill Road, regarding outlook.
What decided it
The poor outlook from bedrooms in the proposed flats and the overbearing effect on the outlook from the neighbouring garden at 2A Turners Mill Road caused unacceptable harm to living conditions contrary to Policy DP26 and the Framework.
The benefits of 14 new homes on previously developed land, construction jobs and local economic spend did not outweigh the harm to the living conditions of occupiers of the first, second and third floor flats and the occupiers of 2A Turners Mill Road.
