What decided it

The replacement of the thatched roof with pan tiles and the introduction of a substantial carport would cumulatively have a harmful effect on the character and appearance of the area, conflicting with Policy GC4 of the development plan.

The significant weight attributed to energy efficiency improvements was outweighed by the need to protect and enhance the built environment and foster well-designed places, with the NPPF considered as a whole not indicating the development plan should not be followed
