The significant weight given to public safety and the conflict with LP Policy SS7 and Framework paragraph 11 significantly and demonstrably outweighed the limited social and economic benefits of one additional dwelling and a small retail unit, even accounting for the Council's housing land supply shortfall of 4.2 years.
