What decided it
The less than substantial harm to the significance of the two Grade II listed buildings, to which great weight was attached, was not outweighed by the public benefits, providing a clear reason for refusal under paragraph 11d)(i).
The benefits of two additional dwellings, limited economic activity, biodiversity net gain and reduced anti-social behaviour (attributed moderate positive weight cumulatively) did not outweigh the great weight given to the less than substantial harm to two listed buildings and the localised harm to the rural landscape, so the balance tipped against the proposal.
