What decided it
The proven agricultural need for the barn and the demonstrated essential need for a rural worker to live on site, combined with the absence of harm to landscape character or visual amenity, led to both appeals being allowed.
The introduction of the barn and caravan into the countryside landscape did not enhance landscape character, but given their small scale, siting and the prospect of landscaping/screening, the Inspector found no harmful effect on landscape character or visual amenity that would outweigh the proven agricultural and essential worker needs.
