What decided it

The asymmetric floodlamps proposed in Appeal C provide greater control on upward light and light spillage compared to the symmetrical LED lights in Appeal B, thereby adequately limiting light pollution impacts on neighbouring residential properties in accordance with paragraph 198 of the Framework.
