The less than substantial harm to the significance and setting of the Ramsbottom Conservation Area caused by the incongruous design of the proposed dwellings was not outweighed by the limited public benefits of five additional dwellings, particularly where an extant permission exists for a similar development.
The limited public benefits of housing supply and temporary construction employment were outweighed by the less than substantial harm to the conservation area and its setting, which must be given great weight in accordance with paragraph 205 of the Framework.
