The provision of 8 new homes in a sustainable location near a mainline rail station, combined with the Council's inability to demonstrate a five-year housing land supply, outweighs the less than substantial harm to the conservation area setting.
The less than substantial harm to the setting of the conservation area, albeit at the lower end, is outweighed by the substantial social and economic benefits of providing 8 new dwellings, moderate benefits from local services patronage and sustainable location, and moderate environmental gains from biodiversity enhancements.
