What decided it

The proposed development would result in an adverse effect on the integrity of the Broads Special Area of Conservation due to additional nutrient discharge, which provides a clear reason for refusal under Framework paragraph 11(d) and outweighs the moderate benefits of the scheme.

The significant harm to the integrity of the Broads SAC and moderate harm from the unsuitable location outweigh the moderate benefits of providing a permanent home for the appellants and contributing to housing supply.
