What decided it
The absence of a desk-based archaeological assessment and field evaluation before determination, which prevented the Inspector from being certain of the effects on assets of archaeological significance, conflicting with policies DH(m) and HC1 and outweighing the moderate housing and design benefits under the tilted balance.
The significant harm from conflict with archaeological protection policies was weighed against the modest housing contribution and moderate benefits of well-designed development in a sustainable location; the harm significantly and demonstrably outweighed the benefits under paragraph 11d) of the Framework.
