What decided it
The absence of secured mitigation measures to prevent adverse effects on the integrity of three internationally protected habitats sites meant the proposal conflicted with Policy ME1 of the development plan, and the housing land supply shortfall could not override this conflict under paragraph 195 of the NPPF.
The limited benefits of providing one additional dwelling and modest economic benefits were outweighed by the conflict with development plan policy protecting internationally designated wildlife sites and the requirement in paragraph 193 of the NPPF that significant harm to biodiversity should result in refusal of permission.
