The installation of kitchenettes in each bedroom would provide all three basic amenities (toilet, washing facilities, and cooking facilities) within each room, converting them from HMO units to self-contained flats, and the rooms are too small to function adequately as self-contained dwellings, creating an unsatisfactory living environment.
