The moderate benefits of delivering 3 family-sized dwellings and associated social and economic benefits were significantly and demonstrably outweighed by the significant weight given to the conflicts with development plan policies requiring sustainable locations and sympathetic character, and the long-lasting unacceptable effects on character and appearance.
