What decided it

The Inspector concluded that the Council's concern about future pressure for works to the protected trees, and consequent harm to the National Landscape, was not sufficiently justified on the arboricultural and risk evidence.

The benefits of delivering a needed two-bedroom dwelling in a sustainable location weighed in favour, and as the alleged harm to protected trees and the National Landscape was not substantiated, nothing weighed against the proposal, so it accorded with the development plan as a whole.
