The proposal's conflict with the development plan taken as a whole, particularly the harm to character and appearance and the unsuitable countryside location contrary to the rural rebalance strategy, significantly and demonstrably outweighed the benefits of housing delivery and affordable housing provision.

The moderate benefits of housing supply, one affordable dwelling, CIL contribution and biodiversity gains were significantly and demonstrably outweighed by the significant harm to character and appearance and the conflict with the development plan's spatial strategy for rural areas, such that the presumption in favour of sustainable development did not apply.
