What decided it

The significant and intrinsic harm to the character and appearance of the rural area caused by the day room and, in Appeal B, the urbanising effect of 20 static caravans, outweighed the benefits and shortfall in Gypsy and Traveller pitch supply.

The shortfall in five-year Gypsy and Traveller pitch supply, lack of alternative sites, and the best interests of resident children were outweighed by the significant harm to the character and appearance of the countryside, so permission was refused for both appeals.
