What decided it

The proposed extension's disproportionate scale, mass and design would cause less than substantial but considerable harm to the conservation area's character and appearance, and would unacceptably harm the living conditions of neighbouring occupiers through loss of light and outlook, which together outweighed the public benefits of the scheme.
