The adverse impacts of granting permission (loss of green space, habitat loss, potential in-combination recreational disturbance) would not significantly and demonstrably outweigh the benefits of meeting an unmet need for traveller pitches, when assessed against the Framework as a whole, so the balance favoured allowing the appeal.
