The moderate weight given to housing delivery and the Council's shortfall in housing land supply was outweighed by the very significant weight given to the combined harms of unsustainable location and poor accessibility, irreversible harm to character and appearance, and conflict with multiple development plan and Framework policies, resulting in the adverse impacts significantly and demonstrably outweighing the benefits.
