What decided it
The nutrient neutrality scheme failed to demonstrate adequate mitigation of the proposed development's nutrient impacts on the SPA, meaning the integrity of the SPA would be adversely affected in breach of the Habitats Regulations.
The small positive contribution to housing supply was outweighed by the significant harm to the integrity of the Chichester and Langstone Harbours SPA, which provided a clear reason for refusal under the Habitats Regulations and the Framework's policies protecting areas of particular importance.
