What decided it
The Council's inability to demonstrate a five-year housing land supply engaged the tilted balance, under which the benefits of housing delivery in a sustainable location were found to greatly outweigh the limited and moderate harms identified.
The limited conflict with the development plan and moderate landscape/Green Wedge harm were greatly outweighed by the benefits of housing delivery, above-policy affordable housing provision, and wider social and economic benefits, applying the tilted balance under paragraph 11(d) of the Framework.
