The benefits of housing delivery (four dwellings), social and economic benefits during construction and occupation, and considerable biodiversity net gain (49.63% habitat value and 80.26% hedgerow gain) were outweighed by the harmful effect on the National Landscape, which provides a strong reason for refusing permission under paragraph 11(d) of the Framework
