What decided it
The significant harm to the character and appearance of the area and the unsuitability of the location outside settlement limits with poor accessibility to services demonstrably outweigh the modest housing benefits, even with the tilted balance engaged due to the lack of a five-year housing land supply.
The modest contribution to housing supply and associated economic and social benefits, together with limited weight for self-build provision, were significantly and demonstrably outweighed by the harm to character and appearance and the adverse impacts of an unsuitable location, such that the presumption in favour of sustainable development did not apply.
