What decided it
The considerable significance of the Minster Lovell chartist settlement non-designated heritage asset and the moderate harm that would be caused to it by the incongruous scale and siting of the proposed houses outweighed the moderate public benefits of housing delivery and the small harm to nearby listed buildings.
The moderate public benefits of delivering four homes and reducing the housing land supply shortfall, together with small economic benefits and the ability to enhance biodiversity, were outweighed by the great weight attributed to the harm caused to the significance of the non-designated heritage asset (the chartist settlement) and the small but significant harm to nearby designated heritage assets (listed buildings), with the balance tipping decisively against the development.
