The less than substantial harm to the Conservation Area through poor design quality, combined with failure to demonstrate deliverable biodiversity net gain, outweighed the benefits of housing supply.

The benefits of housing supply and remediation of a redundant site were outweighed by the significant combined harm to character and appearance, less than substantial harm to the Conservation Area, and failure to demonstrate sufficient biodiversity net gain.
