What decided it
The Council's inability to demonstrate a five-year supply of housing land (only 2.03 years) engaged the tilted balance under paragraph 11(d) of the Framework, and the benefits of nine dwellings on accessible brownfield land adjacent to the settlement outweighed the conflict with the spatial strategy policies.
The conflict with Core Policies 1, 2 and 31 (spatial strategy) was outweighed by the significant benefits of delivering nine dwellings in an accessible location on brownfield land, combined with the Council's substantial shortfall in housing land supply, such that the presumption in favour of sustainable development applied.
