The modest benefits of delivering one new home on a small to medium site within walking distance of services and public transport, with economic benefits from construction and occupation, were significantly and demonstrably outweighed by the significant adverse impacts of unacceptable living conditions for future occupiers, harm to biodiversity, and harm to highway safety.
