Main issues, as the Inspector framed them
- The effect of the proposed development on the character and appearance of the area
- The quality of living conditions for future occupiers with particular regard to room sizes, outlook, light, parking and outdoor space
What decided it
The substantial harm to the character and appearance of the area and the inadequate living conditions for future occupiers would significantly and demonstrably outweigh the moderate benefits of housing delivery, even in the context of the Council's inability to demonstrate a five-year housing land supply.
The moderate benefits of housing delivery on brownfield land in a sustainable location were substantially outweighed by the substantial harm to character and appearance, failure to secure a well-designed place, and inadequate living conditions for future occupiers; the tilted balance did not apply.
