The plot subdivision and resulting bulk and height of the proposed dwellings would significantly erode the spacious sylvan character of the Conservation Area and fail to preserve or enhance its character and appearance, with the limited public benefits not outweighing this less than substantial harm to the heritage asset.

The addition of housing and related benefits (efficient land use, biodiversity enhancements, economic benefits) were outweighed by the less than substantial harm to the Conservation Area, with the adverse effects significantly and demonstrably outweighing the benefits.
