What decided it

The adverse effects on the character and appearance of the area and the setting of the Grade II Listed Building, combined with the unsustainable location and conflict with the development plan, significantly and demonstrably outweigh the limited benefits of the scheme, even with a housing land supply of only 2.06 years.

The less than substantial harm to the setting of the Grade II Listed Building and the significant harm to character and appearance, combined with environmental and social impacts, were afforded significant weight and substantially outweighed the limited benefits of housing delivery, economic benefits and energy efficiency, such that the presumption in favour of sustainable development did not apply.
