The adverse impacts of limited harm to character and appearance and conflicts with Policies SWDP2 and SWDP4 were outweighed by the moderate benefits of providing 9 dwellings, affordable housing contributions, and socio-economic benefits, assessed against the Framework as a whole in the context of the Council's severe housing land supply deficit.
