What decided it

The cumulative effect of unmitigated noise risk to future occupiers, unjustified loss of family housing, and less than substantial but uncompensated heritage harm rendered the proposal unacceptable.

The less than substantial harm to the settings of three listed buildings and the character and appearance of the conservation area was not outweighed by the limited public benefits of the proposed development, particularly given the adverse effects on living conditions and housing provision.
