Main issues, as the Inspector framed them
- whether it has been demonstrated that the proposal would be acceptable having regard to the loss of industrial use
- the effect of the proposal on the character and appearance of appeal building and surrounding area, with particular regard to the effect on the setting of the Conservation Area and No 21-23 as a non-designated heritage asset
What decided it
The proposal conflicts with the development plan as a whole due to failure to demonstrate the loss of industrial use is acceptable under Policy TP20 and the harmful design of the second storey extension to the character and appearance of the area and setting of heritage assets, with no other considerations outweighing this conflict.
The modest housing contribution and use of vacant floorspace in a sustainable location were outweighed by the conflict with the development strategy to protect employment land and the enduring harm to character and appearance caused by the top-heavy design of the proposed second storey extension.
