What decided it

The proposal's location in an unsustainable settlement with limited services and facilities, combined with its conflict with the development plan's strategic policies directing development to sustainable locations, means the adverse impacts significantly and demonstrably outweigh the benefits of housing delivery.

The moderate weight afforded to the provision of new housing, economic benefits, and biodiversity and arboricultural gains did not outweigh the failure to accord with the development plan's strategic policies and the unsustainability of the location under paragraph 11d) of the Framework.
