The proposal fails to provide appropriate waste and recycling storage arrangements and cannot be certified to have no adverse effect on the integrity of designated habitats sites, and these failures are not outweighed by the modest housing benefit given the scale of the proposal.
The modest benefits of delivering one new home on a brownfield site with good accessibility were significantly and demonstrably outweighed by the adverse impacts of inadequate waste storage (risk to highway safety and visual clutter) and the unresolved conflict with habitats site protection policies, even applying the tilted balance under paragraph 11d) of the Framework.
