What decided it

The material change in the Council's housing land supply position between granting permission for the recent dwellings and refusing this dwelling, combined with the absence of any other objection from the Council, made it inconsistent to refuse permission for essentially the same development in the same location.

The benefits of housing delivery and consistency with the Council's previous decisions on the same site, weighted substantially, outweighed the conflict with the development plan spatial strategy, applying the presumption in favour of sustainable development under NPPF paragraph 11(d)(ii).
