The proposal constitutes inappropriate development in the Green Belt that fails to meet the exceptions in paragraphs 154 and 155 of the Framework, and the harm to the Green Belt is not clearly outweighed by other considerations, particularly the lack of a sustainable location.
The harm to the Green Belt by reason of inappropriateness and limited harm to openness, attracting substantial weight, was not clearly outweighed by the moderate weight given to housing provision, limited weight to economic benefits, and conditional biodiversity gains.
