What decided it

The piecemeal replacement of windows in one oriel bay with double-glazed units would result in visual inconsistency with the regular fenestration pattern of the elevation and introduce harmful changes to the appearance of the listed building and Conservation Area that cannot be justified by the energy efficiency benefits claimed.
