The moderate less than substantial harm to the setting of the Grade II listed building and the appearance of the Wood Lane Conservation Area, when weighed against the public benefits of improved telecommunications coverage, was not sufficient to justify the proposal given the great weight that must be afforded to heritage asset conservation under the NPPF and the Planning (Listed Buildings and Conservation Areas) Act 1990.
