What decided it

The absence of a five-year housing land supply and the substantial housing delivery benefits of the proposal outweighed the less than substantial harm to the Conservation Area and World Heritage Site and the loss of the non-designated heritage asset.

The less than substantial harm to the Tuckingmill & Roskear Conservation Area and the Cornwall and West Devon Mining Landscape World Heritage Site, and the loss of the non-designated Church View Farm, were outweighed by the substantial public benefits of delivering 31 new dwellings (including 7 affordable units) in an area with no five-year housing land supply, together with economic, social and biodiversity benefits.
