What decided it
The significant harm identified in respect of site location, character and appearance, and ecology would significantly and demonstrably outweigh the limited housing benefits when assessed against the Framework as a whole, such that the presumption in favour of sustainable development does not apply.
The modest contribution to housing supply and social and economic benefits of construction were significantly and demonstrably outweighed by the significant harm to site location (conflict with infilling and rounding off criteria), character and appearance (erosion of verdant gap), and ecology (unresolved impacts), notwithstanding the Council's inability to demonstrate five-year housing land supply.
