What decided it
The conflict with Framework policies for conserving and enhancing the historic environment, triggered by footnote 7 to paragraph 11d) of the Framework, provides a strong reason for dismissal notwithstanding the Council's housing land supply shortfall.
The moderate benefits of additional housing and removal of previous extensions, together with modest benefits from construction jobs, landscaping opportunities and removal of site clutter, do not outweigh the moderate harm to the conservation area and non-designated heritage asset; the heritage harm is sufficient to cause conflict with the development plan when read as a whole.
