The adverse impacts of granting permission, particularly the unsustainable location requiring reliance on private vehicles and inadequate living conditions for permanent occupation, significantly and demonstrably outweigh the modest housing benefits when assessed against the Framework taken as a whole.
The modest benefits of housing supply and socio-economic impacts were significantly and demonstrably outweighed by the adverse impacts of directing permanent residential development to an unsustainable rural location with poor accessibility and providing inadequate living conditions, contrary to the Framework's emphasis on design quality and sustainable locations.
