What decided it

The proposed increase in water usage cannot be mitigated through enforceable planning conditions to achieve water neutrality, and therefore the development would have an adverse effect on the integrity of the Arun Valley SAC, SPA and Ramsar sites in breach of the Habitats Regulations and development plan policy.
