Main issues, as the Inspector framed them
- Whether the site is suitable for residential development, in relation to the amount of development proposed, with particular regard to the effect of the proposal on the character and appearance of the area including the landscape and scenic beauty of the Cotswold National Landscape
What decided it
The Council's inability to demonstrate an adequate housing land supply triggered the tilted balance under paragraph 11(d)(ii) of the Framework, which favoured the scheme as the adverse impacts would not significantly and demonstrably outweigh the benefits.
The modest localised harm to the character and appearance of the area was outweighed by the benefits of housing supply and the presumption in favour of sustainable development arising from the Council's lack of adequate housing land supply
